Finnick knows perfectly well who they're dealing with if this isn't Katniss. Thirteen wouldn't bother tricking them like this. He gets the sense that they would just be killed. Probably just left in the arena, if they want to tie up some loose ends. They wouldn't need to do this -- but it would be in Snow's interest, without any doubt, to pull a stunt like this.
He smiles at Johanna over his shoulder, with his usual over-the-top charm, even though he knows it will only irritate her. Maybe that's why he does. That's a distraction of its own kind, right?
