Effie hasn't had a Victor, ever. Haymitch was before her time. Still, she didn't fault the other districts and the champions they produced. For one, Effie didn't really hold grudges - an important trait when it came to having to deal with Haymitch every year. For another, she loved the drama of the games. It was all terribly tragic, of course, but it was also a necessary evil - and those that survived got the sort of fame that everyone else in the Capitol was clamoring over. Quite honestly, if it came to killing for fame and fortune, Effie wouldn't be able to count the amount of people she knew on her fingers who would sign up for the chance.

She hadn't really spoken much to Johanna, because Johanna wasn't all that sociable. But that didn't stop Effie, naturally. "Don't you look marvellous, Johanna," she exclaimed. She wondered vaguely where the District 7 escort was, but Johanna was probably just as skilled at avoiding hers as Haymitch was at avoiding his (where was he?).
